Workshop held for Nodal Officers, Master Trainers and Designated Officers onOdisha Right to Public Services Act 2012

The workshop deliberated on optimum delivery of public services through the implementation of ORTPSA and to ensure people centric governance.

Bhubaneswar, 12/02/2025( Odisha Samachar / Rajat Mohapatra )-:A workshop of nodal officers, designated officers on Odisha Right to Public Services Act 2012, was held today at 10 AM at RD Conference Hall, LoksevaBhawan.

The workshop deliberated on the importance and necessity of optimum delivery of public services through the implementation of ORTPSA that would ensure empathetic and people centric governance.

The inaugural session was started with the welcome address by Sri VineetBharadwaj, IAS Executive Director, CMGIwho set the context of the session. He talked about the role of technology in ease of governance and central monitoring system, sensitisation about ORTPSA and issues and challenges regarding the implementation of the service delivery by the officials. He also talked about the last mile service delivery.

Sri Jagadananda, Former Information Commissioner and Mentor, CYSD, spoke about accelerating public services and highlighted that trust between government and public is of utmost importance towards ensuring empathetic governance.

Sri ArvindAgarwaal, IAS Commissioner-cum-Secretary, Higher Education Department highlighted about the wider role that the universities and NSS volunteers could play on the implementation of ORTPSA.

Sri Surendra Kumar, IAS Addl. Chief Secretary, GA and PG Department, Govt of Odisha talked about the need for reforms in governancefor hassle free service delivery highlighting on simplification of process and positive role of technology in service delivery.

Sri Deoranjan Kumar Singh, IAS Addl. Chief Secretary, Revenue and DM Department highlighted doing away unnecessary laws that are hindrances to the implementation of the service delivery.

Sri Manoj Ahuja, IAS, Chief Secretary, Govt of Odisha, in his key note address spoke about the commitment of the government for ensuring last mile public service delivery. He talked about accountability and simplicity of service delivery and urged the nodal officers to identify and list out issues and challenges and show results in a time bound manner.

The inaugural session ended with the vote of thanks by Sri DebabrataMallick, OAS, Addl. Secretary, GA and PG Department.

Post lunch saw technical sessions taken up by Sri Jagadananda assisted by Sri PinakiMohanty, Project Coordinator, ORTPSA. Highlights of the session included the role of nodal officers, USP of the Act, objectives and the way to role out the Act such as time bound service delivery, making officers accountable for delay and non compliance of service delivery. It also included the role of CMGI. Glimpses of journey of ORTPSA was presented by by Sri PinakiMohanty at length.

At the end, Sri AnshumanRath, OAS, Under Secretary to the CS delevered the vote of thanks and marked the conclusion of the workshop.
