Bhubaneswar,22/4/2025 ( Odisha Samachar / Rajat Mohapatra )- Chief Secretary,Odisha Shri Manoj Ahuja, IAS has directed for field exposure of officials for grass root knowledge on implementation of schemes and quicker decision making in Government.
Chief Secretary in a letter sent to all Additional Chief Secretaries, Principal Secretaries ,Commissioner-cum-Secretaries , RDCs and Collectors today has mentioned that decision making process in Government becomes result oriented and faster, when Officers and Staff dealing with file work in offices are exposed to and conversant with ground realities in the field. Practical difficulties faced by the field functionaries as well as citizens while implementing the assignments needs to be understood and remedied effectively.
To make policies and decisions more aligned to the ground realities, Chief Secretary has directed that, all the Departments should make a Plan/Schedule for all officials, from Assistant Section Officer/Section Officer on wards,in the office,to visit the field in rotation. This will be applicable to all those, who in the normal course do not undertake tours.
During the visit, they should closely observe and shadow a field worker at the grass root level for a day and observe implementation of the Schemes, Programmes relating to the Department concerned.As an illustration, personnel of W&CD Department may be directed to attach themselves fora full day to an AWC, observe and follow the work done by an Anganwadi Worker in detail throughout the day. Similarly, officials of the H& FW Department should observe the services rendered by Accredited Social Health Activist (ASHA) under National Rural Health Mission(NRHM).He also advised that the officials should also be encouraged to make a night halt in the place of visit.
The Chief Secretary has remarked that the purpose of this exercise is not giving directions or reviewing the work of field functionaries. It is to observe and learn about the work of the field level workers in a non-obtrusive manner as well as know more about the impact on citizens and understand the problems,issues and also good practices at that level;On return, they are to submit at least one suggestion/idea to the Secretary of the Department concerned for improvement of implementation of the Project/Programme/Scheme visited.
Departments will consolidate such ideas/recommendation, examine them and take these forward by amending the existing process flow/policies/guidelines etc. to enable better delivery of services to the people;and Secretaries will be called upon to make presentations during the All Secretaries Meeting for learning.
