All Hazardous Industries Must Work in Coordination with District Administration: Collector J. Sonal
Jagatsinghpur, 13/08/2026 ( Odisha Samachar )-The District Crisis Group (DCG) Meeting on Chemical Disaster Preparedness – 2026 was held today at Sadbhavana Sabha Gruha, Collectorate, Jagatsinghpur, under the chairmanship of Shri J. Sonal, IAS, Collector, Jagatsinghpur, with the participation of senior district officials and representatives of hazardous industries.
Addressing the meeting, Shri J. Sonal, IAS, Collector, Jagatsinghpur, directed all hazardous industries to work in close coordination with the district administration and share their latest chemical inventory with the Emergency Response Centre on a daily basis. He stressed the need for robust safety arrangements in chemical industries and effective coordination among the district administration, Fire Services, Police, Health Department and industrial management during emergency situations, with particular emphasis on safeguarding the general public and ensuring effective implementation of emergency response plans.
In his opening remarks, Shri Niranjan Behera, ADM, Paradeep, emphasized the importance of strengthening coordination among hazardous industries, district administration and emergency response agencies. He highlighted the need for continuous preparedness, timely information sharing, regular emergency drills and effective implementation of safety measures to ensure a coordinated response during any chemical emergency. He also stressed the need for industries to remain proactive in identifying potential hazards and strengthening their emergency response capabilities.
Engineer Chandra Sekhara Behera, Assistant Director of Factories & Boilers, Paradip, presented an overview of industrial establishments and explained the functioning and responsibilities of the District Crisis Group. Representatives of hazardous industries briefed the meeting on their industrial processes, possible hazard scenarios and existing safety measures. Based on the deliberations, a roadmap was finalized for further strengthening industrial safety and emergency preparedness.
To enhance industrial safety and public preparedness, all Major Accident Hazard (MAH) units in the Paradip area were instructed to upload daily chemical inventory details and other relevant safety information on the official portal of the district administration.
The importance of conducting regular on-site and off-site emergency mock drills was reiterated, with emphasis on active participation by all concerned stakeholders. Special focus was also given to conducting “Silent Hour” mock drills to assess the actual emergency preparedness and response capabilities of industries and supporting agencies without prior notice.
The meeting was attended by senior officials and representatives from the District Administration, Police, Factories & Boilers Department, Fire Services, Health Department, Odisha State Pollution Control Board, CISF, Paradip Port Authority, DGFASLI, and representatives of MAH units and other hazardous industries, including IOCL Refinery, IFFCO, PPL, AMNS, GAIL, HPCL Terminal, BPCL Terminal and IOCL Refinery,BPCL Gas Division .
The meeting concluded with a Vote of Thanks by Madam Anisha Das, District Emergency Officer, who highlighted the importance of continuous risk reduction, preparedness, inter-agency coordination and strict statutory compliance by all MAH units and hazardous industries.
The DCG meeting reaffirmed the collective commitment of the district administration, emergency response agencies and industrial stakeholders towards strengthening chemical disaster preparedness and building a safer and more resilient Jagatsinghpur district.
