Speech of the Hon’ble Chief Minister, Odisha  at India Black Swan Summit-2026

Bhubaneswar,6/2/2026 ( Odisha Samachar / Rajat Mohapatra)- It is a proud privilege to welcome the Hon’ble President of India, Smt. Droupadi Murmu Ji and all dignitaries to the first edition of the India Black Swan Summit 2026 in Odisha. This summit is a platform where governments, institutions, and companies can chart paths and establish sustainable projects for a secure future.

Odisha’s development journey reflects deliberate choices. We have built credible institutions, enhanced people’s capabilities and ensured credible governance.

Odisha is positioned as India’s gateway to Asia, connecting the Global South with Indo-Pacific economies.

Over recent years, structural reforms have strengthened our investment climate while keeping people at the centre of growth.

We have simplified business processes, strengthened single-window systems and introduced policies for IT, Electronics, FinTech, AI and other emerging technologies.   

Today is going to be a historic day for Odisha, especially for the youth of the state. Even the name of this conference has been chosen very appropriately. We all know that a swan, or Rajhans, is white in color. However, a black swan is extremely rare. Therefore, in economic markets or financial systems, when a rare and unexpected event occurs, it is referred to as a “Black Swan Event.” In this context, today’s program is no less than a Black Swan event. The gracious presence of the Honourable President has further added grandeur to this occasion.

It has been only twenty months since our government assumed office in Odisha. Yet, within this short period, we have succeeded in creating a business-friendly environment from both economic and industrial perspectives. The positive outcomes of these efforts are now clearly visible. In January last year, we organized the Utkarsh Odisha – Make in Odisha program. Within just one year since then, we have already laid the foundation stones and inaugurated projects worth more than ₹2.5 lakh crore.

In today’s rapidly changing times, there is a constant need for innovation, because almost every sector is now closely integrated with technology. To take India forward in the field of technology, the visionary Prime Minister Shri Narendra Modi Ji has launched several initiatives such as Digital India, Startup India, and AI policy frameworks. Under the foresight and guidance of the Honourable Prime Minister, the BharatNetra program has been initiated.

Women’s participation is key to this progress supported by initiatives like ‘Subhadra,’ and Mukhyamantri Kanya Vivah Yojana for economic empowerment and financial inclusion.

Odisha’s growth depends on innovation. The initiative began with an MoU signed during Singapore’s President, Mr. Tharman Shanmugaratnam’s visit in January 2025.

It is an Integrated Global Financial Technology Capability Hub, established in partnership with the Global Finance and Technology Network (GFTN) of Singapore and the Asian Institute of Digital Finance (AIDF) at the National University of Singapore (NUS). And today, we are seeing the results reflecting on the ground.

BharatNetra is built on four key pillars: Skills, Mindshare, Innovation, and Global Capability Centers. Under this program, more than 7,000 young men and women will be trained over the next five years.

With the support of institutions such as GFTN, AIDF, and NUS, our youth are being trained in areas like Financial Technology (FinTech) and Insurance Technology (InsurTech). The first batch of trainees under this initiative has successfully completed their training and has already secured employment. Some selected participants have also been given the opportunity to visit Singapore and Japan. I extend my congratulations to all of them.

Giving due importance to innovation in the state, our government has implemented the IT Policy 2025. In the coming months, a FinTech Policy will also be introduced. These two policies will play a crucial role in accelerating the innovation ecosystem in the future.

Our various initiative- such as the establishment of state-of-the-art data centers, setting up semiconductor industries, and developing a skilled workforce for the semiconductor sector- will significantly contribute to achieving the objectives of the BharatNetra program.

Under the BharatNetra initiative, the India Black Swan Summit 2026 commenced yesterday. Its objective is to transform Odisha into a prominent and attractive hub for Artificial Intelligence, FinTech, and InsurTech. Keeping in view the Vision 2036 and Vision 2047, the summit also aims at the practical implementation of digital finance and advanced technologies.

This summit, being organized in India for the first time, has witnessed the participation of 1,700 delegates from 24 countries, reflecting the global stature and international impact of the event.

I urge policy makers, investors, and entrepreneurs to place Odisha at the centre of your future plans. We have taken the first step – Together, we can make a quantum leap.

 Yes, we are ready for building the State of Odisha into Samruddh Odisha by 2036 and Vikashit Odisha and contributing to the cause of Vikashit Bharat by 2047. I would like to say that,  our partnership is a testimony to that belief and confidence.
