Bhubaneswar ,12/12/2025( Odisha Samachar / Rajat Mohapatra )-The Government of Odisha has taken a major step toward strengthening data-driven and integrated infrastructure development by signing a Memorandum of Understanding (MoU) with the Bhaskaracharya National Institute for Space Applications and Geo-Informatics (BISAG-N), an autonomous scientific society under the Ministry of Electronics & Information Technology, Government of India.

The MoU was signed in the presence of Chief Secretary Shri Manoj Ahuja, along with Smt. Anu Garg, ACS-cum-Development Commissioner; Shri Surendra Kumar, ACS, GA & PG; Smt. Usha Padhee, Principal Secretary, Commerce & Transport Department; and senior officials from key departments, reaffirming the State’s commitment to seamless, technology-enabled planning under the PM GatiShakti National Master Plan.
Representing BISAG-N, Shri T. P. Singh participated in the signing ceremony. Aligned with the vision of GatiruPragati, the partnership aims to accelerate smarter and more coordinated infrastructure planning by leveraging geospatial technologies, GIS platforms, digital dashboards, and integrated decision-support systems across departments.
Chief Secretary Shri Manoj Ahuja appreciated BISAG-N’s proactive approach and their efforts toward technological Atmanirbharta, emphasising that integrating the PM GatiShakti Portal into Odisha’s planning ecosystem will improve interoperability among departments and eliminate silos, while also creating a model that can be replicated across India.
DC-cum-ACS Smt. Anu Garg highlighted the simplicity and effectiveness of the planning solutions proposed by BISAG-N and acknowledged the value of the case examples presented. She expressed that this collaboration will support the state in achieving the goal of Vision VikshitOdisha2036 andVikshit Bharat2047 goal.

Under the MoU, BISAG-N will provide Odisha with comprehensive technical and geospatial support, including the creation of geospatial datasets, customised digital applications, dashboards, sector-specific planning tools, and spatial analytics to support policy formulation, infrastructure prioritisation, and project monitoring.
The collaboration will also strengthen the integration of departmental datasets with the PM GatiShakti framework, enabling unified planning, improved convergence, and faster project implementation.
The Commerce & Transport Department, along with the Industries Department, will function as the nodal departments for operationalising the GatiShakti Cell in Odisha and will coordinate closely with departments such as the Works Department to ensure effective convergence and execution.
This strategic partnership marks an important milestone in Odisha’s journey toward building resilient, efficient, and future-ready infrastructure—advancing development with speed, precision, and purpose.
