FURTHER, CASH RS.4.73 LAKHS RECOVERED AND SEIZED.
Cuttack, 12/9/2025 ( Odisha Samachar )- Today i.e. on 12.09.2025, Sri Aswini Kumar Panda, OAS, Tahasildar, Bamra, Dist-Sambalpur has been apprehended by Odisha Vigilance for demanding and taking undue advantage (bribe) ofRs.15,000/-(Rupees Fifteen Thousand)from the Complainant for conversion of agricultural land to homestead land in a mutation case. For about a month, the complt. had been requesting Sri Panda, Tahasildar for conversion of agricultural land. But, Sri Panda demanded bribe Rs.20,000/- to allow conversion and issue of RoRs in favour of complt. When the complt. expressed his inability to pay such a huge amount as bribe, Sri Panda, Tahasildar reduced the bribe amount to Rs.15,000/- and threatened to not allow the conversion in mutation case otherwise. Left with no other option, the complt. approached the Vigilance authorities.
Based on the above complaint, a trap was laid on 12.09.2025, wherein the accused Sri Aswini Kumar Panda, OAS, Tahasildar wasnabbed by the team of Odisha Vigilance in his office room for demanding and taking undue advantage (bribe) of Rs.15,000/-(Rupees Fifteen Thousand) from the complainant through his office driver Sri P. Praveen Kumar. The entire bribe money was recovered and seized from them. Following the trap, simultaneous searches have been launched on the residential building of Sri Panda at May-Fair road, Bhubaneswar where family of Tahasildar are staying, PWD, IB at Bamra (where Tahasildar is staying) and his office chamber. During searches, cash Rs.4,73,000/- was recovered from his residential building at May-Fair road, Bhubaneswar and seized. Both the accused persons namely Sri Aswini Kumar Panda, OAS, Tahasildar and Sri P. Praveen Kumar, Driver were arrested and forwarded to the Court.
In this connection, Sambalpur Vigilance PS Case No.17 dated 11.09.2025 U/s 7 Prevention of Corruption (Amendment) Act, 2018 has been registered and is under investigation.
Sri Aswini Kumar Panda, OAS, (DOB- 13.07.1992) topped in Odisha Civil Services in 2019 and entered into Govt. service as Training Reserve Officer (TRO) in OAS-I (JB) on 30.12.2021 in the O/o Collector, Balasore. Then he joined as Tahasildar, Shamakhunta, Dist.Mayurbhanj on 01.06.2023 and continued there. He was transferred as Tahasildar, Bamra, Dist-Sambalpur and joined on 01.07.2025 and was continuing as such till now.
