Monthly Review Meeting of R.D Department

                           (Focus on financial expenses and departmental discipline)

Bhubaneswar,29/2/2024 (Odisha Samachar/Rajat Mohapatra)-  Shri Sanjay Kumar Singh, Principal Secretary, Rural Development Department has directed to complete all the schemes and projects under the Rural Development Department in a speedy manner and complete the project work on time. A monthly review meeting of the department was held at the OSWAN Hall of the Rural Development Department this afternoon. Presiding over the meeting, Sri Singh said that proper utilization of the grant given for the project within the stipulated period is necessary. While the target is to spend 90 per cent of the grants in the month of February, the departmental engineers should be careful to spend 100 per cent of the grants by the end of the current financial year.

  Similarly, all the work of the department should be disciplined. Sri Singh directed the top EIC to ensure that the estimators of the department go to the field and supervise the work. The department should also pay special attention to the pension and disciplinary process of the department officials. Sri  Singh suggested that the department should dispose of the pending pension cases on priority basis and settle the pending cases this March. He also said that it is necessary to submit a compliance report to the Department with timely redressal of all the complaints related to the Department coming from the Chief Minister’s Grievance Cell

  Reviewing various projects of the Rural Development Department, Shri Singh said that despite the department providing adequate funds to all the circles in the field of roads, bridges and housing, some of the divisions which have not reached the target of fixed expenditure will meet it by March. It is the prime responsibility of the department to complete all the construction works in a speedy manner and on time

    Mr. Singh directed that the on going projects under the RIDF scheme be completed on time and the PCR should be provided in the coming March and the pending PCR should be submitted during March. He also enquired about the progress of the on going projects in various districts under the Biju Setu Yojana and asked them to complete the feasibility report, tender agreement and PCR of completed works for project approval in a timely manner and inform the department. The Executive Engineers, while submitting the feasibility report of the project, directed the to examine and submit a report on the schemes and the targets that could be met.  Singh cautioned that violations were not acceptable under any circumstances.  While observing the progress of the different  projects he suggested to finalize all the projects taken up in the financial years 2022-23 and 2023-24. Shri Singh said that the on going projects under the Mukhya Mantri Sadak Yojana should be completed on priority basis and the projects which were going on before 2021-22 should be completed by march this year. He also asked them to complete all the project processes in the financial years 2022-23 and 2023-24 with 100 per cent administrative approval. He advised the divisions to go ahead with the work keeping in view the cost of regular and temporary maintenance of roads completed under the Pradhan Mantri Gramin Sadak Yojana

    Pradhan Mantri Gram Sadak Yojana, Mukhyamantri Sadak Yojana, Buildings, all schemes of rural development department and chief minister’s grievance hearing were discussed in the meeting. Principal Secretary Shri Singh inquired about the progress  and the present status of all the above mentioned works.

    Director Nikhil Pawan Kalyan, Special Secretary Shri Sudarshan Parida, Shri Sarbeshwar Singh and Chief Engineers, Executive Engineers and other officers of each circle and division were present in the meeting, among others.
