Simplifying certification and reducing compliance burden to improve ease of doing business andpromote entrepreneurship and innovation<\/strong><\/p>\n

\u00a0<\/strong>Bhubaneswar,11\/4\/2025 ( Odisha Samachar \/ Rajat Mohapatra )-Orientation Session of Chief Secretaries on the newly developed Deregulation Module<\/strong> within the Regulatory Compliance Portal (RCP)<\/strong> of DPIIT was held under the chairmanship of Smt. VandanaGurnani, IAS, Secretary (Coordination) through Video Conference on\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 9th<\/sup> April, 2025 Wednesday. The session was primarily intended to streamline the monitoring and evaluation of compliance reduction and deregulation efforts of States and UTs.<\/p>\n

On behalf of the State Government, Odisha, Development Commissioner-cum-Additional Chief Secretary Smt. AnuGarg,IAS attended the programme along with Secretaries and Senior Officers of related departments from Second Floor Conference Hall of LoksevaBhawan.\"\"<\/p>\n

Industries Department is the Nodal department for Deregulation. Officers of Industries Department and IPICOL briefedthe Development Commissioner on the progress made on systemic deregulation indicating department-wise measures undertaken in line with the 23 Priority Areas identified in the Deregulation Docket.<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0 In the meeting held, the Cabinet Secretariat provided a live demo of the MIS-enabled Deregulation portal designed by NIC\/NeGD will serve as a monitoring and evaluation platform, and an interactive tool between the State Governments\u2019 Deregulation Cell, and Cabinet Secretariat\u2019s Task Force Members of the Government of India. Features demonstrated included:-Dashboard for Chief Secretary\/State Nodal Officer (SNO), User Management,Assignment and submission workflow based on Priority Areas,Upload and approval mechanism,Status tracking for each Priority and Sub-Priority Areas,Upload of Best Practices by States and Multi-user login creation and management.<\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Chief Secretary\/ SNO of respective States are empowered to assign tasks, approve departmental submissions, and forward them for the consideration of the Task Force Member. The portal allows for review, edit, or marking of submissions as \u2018Not Applicable\u2019 or \u2018Already Implemented\u2019.<\/p>\n

The State Government has put in place an internal coordination mechanism to track the status of implementation of deregulation reforms. A State-Level Task Force Meeting chaired by the Chief Secretary was held on 15th February 2025, followed by a meeting with Cabinet Secretariat task force member Mr. SandeepPoundrik Secretary, Ministry of Steel, Govt. of India, on 19th March 2025. The deregulation docket for Odisha was also shared with all concerned department on 17th<\/sup> March 2025 of Industries Department. These meetings enabled identification of actionable reforms and assignment of responsibilities to relevant departments.<\/p>\n

Following the portal demonstration, all departments were instructed to implement the reforms identified in the previous meetings and to identify additional reform within their assigned priority areas. They were also advised to start using the portal to familiarize themselves with its functionalities and to start preparation for submission of reforms in the prescribed format.\"\"<\/p>\n

Development Commissioner-cum-Additional Chief Secretary laid stress on the need for collaboration and concerted effort of all related departments to ensure that this initiative becomes a success. She further added that simplifying certification and reducing compliance burden will improve ease of doing business and promote entrepreneurship and innovation.\u00a0 In conclusion, she reiterated the importance of leveraging this platform and to showcase Odisha\u2019s best practices and proactive approach to deregulation and ease of doing business.<\/p>\n

UshaPadhee Principal Secretary, Housing and Urban Development Department, Smt.UmaNanduri, PCCF (KL) & Member Secretary, SPCB, Odisha, ShriUmashankar Dash, DIG, Fire Services and Officials from IPICOL and other senior officials from concerned departments of Odishaattended the meeting.<\/p>\n
