In addition, many (78%) business leaders who&#13;<br \/>\nreport having vacant job roles are facing challenges in filling these vacancies&#13;<br \/>\nat their companies. \u00a0<\/p>\n<p>\u00a0<\/p>\n<p>These&#13;<br \/>\nwere some of the key findings from a recent labour research on the<b>&#13;<br \/>\nContinuing Education and Training (CET): Now and What Could Be Next<\/b>, by the&#13;<br \/>\nNational Trades Union Congress (NTUC) Strategy, in partnership with <a href=\"http:\/\/www.ntuclearninghub.com\/\">NTUC&#13;<br \/>\nLearningHub (NTUC LHUB)<\/a>. The research surveyed a total of 564 business leaders&#13;<br \/>\nacross industries in Singapore, such as Manufacturing, Information and&#13;<br \/>\nCommunications, Financial and Insurance Services, Wholesale and Retail Trade,&#13;<br \/>\nand Professional Services. <\/p>\n<p>\u00a0<\/p>\n<p>Business&#13;<br \/>\nleaders (63%) reveal that skills mismatch is the most prevalent form of&#13;<br \/>\nmismatches, as compared to wages mismatch (17%), experience mismatch (18%), and&#13;<br \/>\nexpectations mismatch (2%). The top three industries most concerned about&#13;<br \/>\nskills mismatch are public administration, real estate services, and wholesale&#13;<br \/>\nand retail trade.<b\/><\/p>\n<p>\u00a0<\/p>\n<p>The&#13;<br \/>\ntop challenge for business leaders to send their workers for training is&#13;<br \/>\nfinancial costs (38%), followed by difficulties in identifying relevant courses&#13;<br \/>\n(37%), and matching employees to training (33%). To encourage them to send&#13;<br \/>\ntheir workers for training, business leaders say that provision of higher&#13;<br \/>\ntraining subsidies (73%) and business consultancy services (55%) would serve as&#13;<br \/>\nincentives. <\/p>\n<p><b>\u00a0<\/b><\/p>\n<p>In&#13;<br \/>\nview of the demand for higher training subsidies, three in four (75%) of&#13;<br \/>\nbusiness leaders say that they have participated in training-related&#13;<br \/>\ninitiatives by the Government, or Labour Movement. However, the overall&#13;<br \/>\nutilisation of initiatives remains low at an average of 14%. It is therefore&#13;<br \/>\nplausible that with the wide variety of training-related initiatives targeted&#13;<br \/>\nat helping employers, most are unsure of which initiative would best address&#13;<br \/>\ntheir concerns. <\/p>\n<p>\u00a0<\/p>\n<p>NTUC&#13;<br \/>\nwill continue to offer support through its Training &amp; Placement (T&amp;P)&#13;<br \/>\necosystem to help companies better access and leverage these initiatives.&#13;<br \/>\nUnions (17.9%) remain one of the top three avenues where business leaders have&#13;<br \/>\nheard of training-related initiatives, with the others being Human Resource&#13;<br \/>\nDepartments in the company (27.5%) and Government websites (25.9%).<\/p>\n<p>\u00a0<\/p>\n<p>In&#13;<br \/>\naddition, it was uncovered that unionised companies are more likely to invest&#13;<br \/>\nin training for their workers. Out of the business leaders who sent their&#13;<br \/>\nemployees for training in the past six months, 57% were unionised companies&#13;<br \/>\nwhile 37% were non-unionised companies.\u00a0 <br \/>&#13;<br \/>\n\u00a0<\/p>\n<p>Commenting&#13;<br \/>\non the findings, NTUC Deputy Secretary-General Chee Hong Tat says, &#8220;Expanding&#13;<br \/>\nthe role of the Labour Movement in the national training ecosystem is crucial&#13;<br \/>\nto shape continuing education and training (CET) for workers. The Labour&#13;<br \/>\nMovement will continue to work closely with government agencies, employers, Institutes&#13;<br \/>\nof Higher Learning (IHLs) and CET providers to identity current and future&#13;<br \/>\nin-demand skills and address the quality and impact of training programmes in&#13;<br \/>\nrelation to workers&#8217; skills gaps. We encourage employers to work with NTUC, be&#13;<br \/>\nit through Company Training Committees or the newly-launched Learning eXperience&#13;<br \/>\nPlatform (LXP), and to tap on the resources available at NTUC&#8217;s Training and Placement&#13;<br \/>\necosystem to strengthen their enterprise and workforce capabilities.&#8221;<\/p>\n<p>\u00a0<\/p>\n<p>NTUC&#13;<br \/>\nLHUB&#8217;s Chief Executive Officer, Jeremy Ong, says, &#8220;One of the ways to overcome&#13;<br \/>\nthe challenge of filling job vacancies is to upskill and uplift current&#13;<br \/>\nemployees, as building on existing talents is more cost-effective than hiring&#13;<br \/>\nnew talents. At NTUC LearningHub, we support business leaders by driving human-centric&#13;<br \/>\ncompany transformation through outcomes-focused training. Existing employees know&#13;<br \/>\nthe business the best, in terms of company goals, values, policies and even culture,&#13;<br \/>\nso the transition will be less disruptive. More importantly, employees will&#13;<br \/>\nfeel empowered to step up and contribute more to the organisation through expanding&#13;<br \/>\ntheir know-hows in technical and technology skills.
