It found that establishing a&#13;<br \/>\nfoundation of trust through privacy, security and governance; collaboration&#13;<br \/>\nbetween public and private sector stakeholders; and actions by governments to&#13;<br \/>\ncreate a strong enabling environment, were crucial to building momentum on data&#13;<br \/>\nsharing. <\/p>\n<p style=\"text-align: center\"><img src=\"https:\/\/images.media-outreach.com\/Thumb\/520x0\/180453\/Infographic-MSFT.jpg#image-180453\" width=\"520\"\/><\/p>\n<p>\u00a0<\/p>\n<p>Today,&#13;<br \/>\n<a href=\"https:\/\/blogs.microsoft.com\/on-the-issues\/2020\/04\/21\/open-data-campaign-divide\/\">50% of the data&#13;<br \/>\ngenerated<\/a>&#13;<br \/>\nby online interactions is amassed by less than 100 companies. If this &#8216;data divide&#8217;&#13;<br \/>\ncontinues, economic value will flow only to a few economies and companies in&#13;<br \/>\nthe region. The whitepaper titled &#8220;<b><i><a href=\"https:\/\/news.microsoft.com\/wp-content\/uploads\/prod\/sites\/43\/2021\/09\/Microsoft-Asia-Data-Sharing-for-Impact-Whitepaper.pdf\">Sharing&#13;<br \/>\nData for Impact: Lessons from Data Sharing Initiatives in Asia<\/a><\/i><\/b>&#8221; was&#13;<br \/>\nlaunched as part of <a href=\"https:\/\/news.microsoft.com\/opendata\/\">Microsoft&#8217;s&#13;<br \/>\nongoing efforts<\/a>&#13;<br \/>\nto address the data divide, by empowering people and organizations to share and&#13;<br \/>\nuse data more effectively and equitably. With support from ODI, the whitepaper features learnings&#13;<br \/>\nfrom 10 case studies of data collaboration across markets in Asia \u2013 including Australia,&#13;<br \/>\nIndia, Indonesia, Japan, New Zealand, Singapore, and Taiwan. <\/p>\n<p>\u00a0<\/p>\n<p><b><i>Mike&#13;<br \/>\nYeh,<\/i><\/b><b><i> <\/i><\/b><b><i>Regional Vice&#13;<br \/>\nPresident and Director of Corporate, External and Legal Affairs, Microsoft Asia<\/i><\/b>, said: &#8220;Data is&#13;<br \/>\nindispensable to managing some of Asia&#8217;s most urgent challenges \u2013 from combatting&#13;<br \/>\nthe pandemic, to reducing carbon emissions, and tackling cybersecurity.&#13;<br \/>\nRegardless of the problem that Asia faces, there&#8217;s a good chance that data can&#13;<br \/>\nbe part of the solution. Asia is uniquely poised to be a leader in unlocking&#13;<br \/>\nthe potential of data sharing, as a populous, mobile-first region. But we know&#13;<br \/>\nthat unlocking that potential can only happen when a foundation of trust is&#13;<br \/>\nestablished, and when the public and private sectors work together. This means&#13;<br \/>\ngetting data to those who need it, particularly in response to UN Sustainable&#13;<br \/>\nDevelopment Goals. All these should be strengthened by established&#13;<br \/>\ngovernance policies and strong ethics principles to drive the transformation&#13;<br \/>\nthat advanced data and AI solutions can bring.&#8221;<\/p>\n<p><b>\u00a0<\/b><\/p>\n<p><b>Trust Foundational to Data Sharing <\/b><\/p>\n<p>A common theme is&#13;<br \/>\nthat a lack of trust can undermine data sharing initiatives \u2013 but this can be&#13;<br \/>\novercome through efforts to protect privacy and security, and through strong&#13;<br \/>\ngovernance models:<\/p>\n<ul>\n<li><b>Privacy<\/b> management practices are essential, and&#13;<br \/>\nthere is a key role for tools like confidential computing and differential&#13;<br \/>\nprivacy \u2013 a practice used in the opening of LinkedIn&#8217;s labor market insights&#13;<br \/>\ndata<\/li>\n<li>To&#13;<br \/>\nuphold <b>security<\/b> in data sharing, security-by-design approaches and&#13;<br \/>\nalignment with security certifications promote trust &#8211; cloud-based solutions for&#13;<br \/>\ndata sharing deliver cutting-edge security protections for organizations&#13;<br \/>\nsharing data\u00a0 <\/li>\n<li><b>Governance models<\/b> can also be built to protect&#13;<br \/>\ncommercial sensitivities \u2013 Through the AI Data Consortium in Japan, contract&#13;<br \/>\ntemplates and smart contracts are being developed for AI practitioners to share&#13;<br \/>\ndata more easily<\/li>\n<\/ul>\n<p><b>Greater&#13;<br \/>\nPublic-Private Collaboration<\/b><\/p>\n<p>The whitepaper further&#13;<br \/>\nestablishes that opportunities for data can only be maximized through active public-private&#13;<br \/>\ncollaboration. Impact is greater when data is useable and interoperable.<\/p>\n<ul>\n<li><b>Collaborating <\/b>on&#13;<br \/>\ndata reaps benefits \u2013 such as in sharing LinkedIn data on in-demand roles to&#13;<br \/>\nclose skills gaps in Asia or Microsoft cyber threat intelligence open-source&#13;<br \/>\ndata on COVID-19 related threats to bolster cybersecurity and inform&#13;<br \/>\npolicymaking<\/li>\n<li><b>Useability&#13;<br \/>\nand interoperability<\/b> can be better facilitated through publishing&#13;<br \/>\ndata that anyone can use and redistribute and is available in common formats&#13;<br \/>\nwith no useability restrictions<\/li>\n<\/ul>\n<p><b>Governments to Lead the Charge<\/b><\/p>\n<p>Lastly, the paper&#13;<br \/>\ndemonstrated that governments have a key role to play in creating an enabling&#13;<br \/>\nenvironment for data sharing to flourish. Priority actions for governments are&#13;<br \/>\nto publish more useable government data, implement national data sharing&#13;<br \/>\npolicies, and engage with industry and other stakeholders to ensure that&#13;<br \/>\nregulations affecting data sharing are balanced and transparent.
