\nsupport from the Open Data Institute (ODI), released a whitepaper that reveals
\nlessons to help governments and organizations in Asia fully realize the
\nbenefits of data sharing and collaboration. It found that establishing a
\nfoundation of trust through privacy, security and governance; collaboration
\nbetween public and private sector stakeholders; and actions by governments to
\ncreate a strong enabling environment, were crucial to building momentum on data

Today,
\n50% of the data
\ngenerated<\/a>
\nby online interactions is amassed by less than 100 companies. If this ‘data divide’
\ncontinues, economic value will flow only to a few economies and companies in
\nthe region. The whitepaper titled “Sharing
\nData for Impact: Lessons from Data Sharing Initiatives in Asia<\/a><\/i><\/b>” was
\nlaunched as part of Microsoft’s
\nongoing efforts<\/a>
\nto address the data divide, by empowering people and organizations to share and
\nuse data more effectively and equitably. With support from ODI, the whitepaper features learnings
\nfrom 10 case studies of data collaboration across markets in Asia \u2013 including Australia,
\nIndia, Indonesia, Japan, New Zealand, Singapore, and Taiwan. <\/p>\n\u00a0<\/p>\n

\nindispensable to managing some of Asia’s most urgent challenges \u2013 from combatting
\nthe pandemic, to reducing carbon emissions, and tackling cybersecurity.
\nRegardless of the problem that Asia faces, there’s a good chance that data can
\nbe part of the solution. Asia is uniquely poised to be a leader in unlocking
\nthe potential of data sharing, as a populous, mobile-first region. But we know
\nthat unlocking that potential can only happen when a foundation of trust is
\nestablished, and when the public and private sectors work together. At
\nMicrosoft, we are committed to partnering and growing with governments and
\norganizations in the region to unlock the plentiful opportunities data can

\nDevelopment Goals. The case studies that inform the whitepaper’s learnings show
\nus that Asia is on the way to establishing an open, trustworthy data ecosystem
\n\u2013 and can take intentional steps to close the ‘data divide’ in ways that benefit

\ngovernance policies and strong ethics principles to drive the transformation

Trust Foundational to Data Sharing <\/b><\/p>\n
A common theme is
\nthat a lack of trust can undermine data sharing initiatives \u2013 but this can be
\novercome through efforts to protect privacy and security, and through strong
\ngovernance models:<\/p>\n- \n
- Privacy<\/b> management practices are essential, and
\nthere is a key role for tools like confidential computing and differential
\nprivacy \u2013 a practice used in the opening of LinkedIn’s labor market insights
\ndata<\/li>\n- To
\nuphold security<\/b> in data sharing, security-by-design approaches and
\nalignment with security certifications promote trust – cloud-based solutions for
\ndata sharing deliver cutting-edge security protections for organizations
\nsharing data\u00a0 <\/li>\n- Governance models<\/b> can also be built to protect
\ncommercial sensitivities \u2013 Through the AI Data Consortium in Japan, contract
\ntemplates and smart contracts are being developed for AI practitioners to share
\ndata more easily<\/li>\n<\/ul>\nGreater
\nPublic-Private Collaboration<\/b><\/p>\nThe whitepaper further
\nestablishes that opportunities for data can only be maximized through active public-private
\ncollaboration. Impact is greater when data is useable and interoperable.<\/p>\n- \n
- Collaborating <\/b>on
\ndata reaps benefits \u2013 such as in sharing LinkedIn data on in-demand roles to
\nclose skills gaps in Asia or Microsoft cyber threat intelligence open-source
\ndata on COVID-19 related threats to bolster cybersecurity and inform
\npolicymaking<\/li>\n- Useability
\nand interoperability<\/b> can be better facilitated through publishing
\ndata that anyone can use and redistribute and is available in common formats
\nwith no useability restrictions<\/li>\n<\/ul>\nGovernments to Lead the Charge<\/b><\/p>\n
Lastly, the paper
\ndemonstrated that governments have a key role to play in creating an enabling
\nenvironment for data sharing to flourish. Priority actions for governments are
\nto publish more useable government data, implement national data sharing
\npolicies, and engage with industry and other stakeholders to ensure that
\nregulations affecting data sharing are balanced and transparent. Further
\nregional cooperation to support data sharing through groups like ASEAN and APEC
\nwould also have significant positive impact.<\/p>\n<\/p><\/div>\n\n
