Bhubaneswar,29/04 ( Odisha Samachar/Abhisek Mohanty) : The State Cabinet among other bills approved to set up a special department in the name of department for social security of persons with disabilities, widows and transgender. The Odisha Disabled People’s Network (ODPN) has expressed its deep concern over the decision stating that there is no logic for separation of widows from the women and child development department as their issues are not separate from women’s issues. The issue of transgender is more a gender issue than a disability issue. So, inclusion of transgender in the new disability department has no logic, said State Coordinator of ODPN Sanyas Kumar Behera.
He said “The Central Government has constituted a department in the name of department for empowerment of persons with disabilities in the light of the legal provision as enshrined under the UNCRPD”. Therefore, he requested the speaker of Odisha Legislative Assembly to suitably modify the bill recently passed by the State Cabinet and to set up a new department in the name of department for empowerment of persons with disabilities alike the Central Government.
He stated that the transgender people are equally vulnerable and their issues should be taken up by the Minority Affairs department since they have not given the basic right of citizenship of the country which requires immediate constitutional amendment.
