Government proposes to develop Regional MSW Processing and Landfill facility

coollogo_com-28121933Bhubaneswar , 29/5 ( Odisha Samachar/Abhisek Mohanty) : Bhubaneswar and Cuttack together generate approximately 550 tons of municipal solid waste (MSW) daily. For treating and disposing the MSW collected from these two cities, Housing and Urban Development Department, Government of Odisha proposes to develop a Regional MSW Processing and Landfill facility through the Public Private Partnership (PPP) mode over an area of approximately 61.485 acres at Bhuasuni.

On behalf of H & UD Department Bhubaneswar Municipal Corporation (BMC) had invited the bids and IDCO was the transaction advisor for the project. A total 4 numbers of bidders had participated in the process wherein the bid award criteria were the lowest Tipping fee payable by BMC and Cuttack Municipal Corporation (CMC).  The consortium of M/s Essel Infraprojects Ltd and M/s Rochem Separation Systems (India) Pvt. Ltd emerged as the successful bidder quoting the lowest tipping fee of Rs. 324 per ton of MSW. For project implementation the bidder has incorporated a company “M/s Essel Bhubaneswar MSW Ltd”.

M/s Essel Bhubaneswar MSW Ltd shall within six months prepare the detailed project report, obtain approval from all Statutory authorities and achieve the financial closure. The project shall be implemented in Design Build Operate & Transfer format and as per the terms of agreement M/s Essel Bhubaneswar MSW Ltd shall within two years develop the MSW processing facility of 600 TPD capacities at Bhuasuni and transfer stations at Gadakana and Ghatikia in Bhubaneswar & Satichaura at Cuttack, procure all equipments & vehicles for transfer of waste from transfer stations to Bhuasuni within two years timeframe and operate & maintain the project for a period of twenty years thereof.

Lending facilities from OUIDF shall also be made available to the Concessionaire for this project. An independent engineer shall be appointed by BMC & CMC for overseeing the project activities throughout the concession period.  Both BMC & CMC have entered into concession agreements with M/s Essel Bhubaneswar MSW Ltd. BMC & CMC shall be required to supply minimum assured MSW to the Concessionaire at the respective transfer stations and pay requisite tipping fees to the Concessionaire.

The company has proposed to adopt innovative and proven waste processing technologies (combination to waste and energy and composting) that are environment friendly and aims to contribute in developing a pollution-free environment. The project once in to operations will process the waste received from Bhubaneswar and Cuttack and dispose of the remnant materials in a scientific manner.
