Block grant teachers to launch civil disobedience movement on Feb 10

English AnimatedBhubaneswar , 2/2 ( Odisha Samachar/Abhisek Mohanty): The Block Grant Secondary School Teachers and Employees Association have decided to launch a civil disobedience movement on February 10, 2014 at Mahatma Gandhi Marg to oppose the new Grant-in-Aid (GIA) System.

Addressing a Press Conference here, President of the Association Prasanta Kumar Mohapatra said “The State government has very tactfully deceived the senior and experienced teachers of 1982 Block Grant High Schools. The teachers and employees of these schools have taken rigorous steps to ventilate their grievances before the government. But it is regretful that the government has dealt the issue very apathetically and step motherly. Even the issue was discussed in the Floor of the House on December 7, 2012 and announced by the School & Mass Education Minister regarding the provision of Direct Payment with Full Teacher Cost, but the outcome of his announcement reflected in a different manner in the recent GIA order”.

He stated that the new GIA order bears the same principle as it was in the old Block Grant System, which lacks the provision of usual D.A., annual increment and service benefits as admissible to the employees of Aided Educational Institutions as per the GIA Rule 1974 and 1977.

Hence, the Association demands for allowing Grant-in-Aid to all Block Grant High Schools without imposing any restrictions, provision of usual D.A., annual increment and service condition in GIA order 2013 and provision of 100 percent GIA to the peons of the schools those who have been paid 60 percent illegally. Higher scale should be allowed to the PET, Hindi & Classical Teachers, Mohapatra added.

Apart from these, provision of 100 percent GIA to all the Block Grant recipients and all eligible High Schools was also demanded by the Association.
