In a memorandum submitted to the Governor, blind victims said, “We are suffering from injustice since long. It is a matter of violation of fundamental human rights. The Collector & District Magistrate, Khurda may be directed to issue a contempt proceeding against Prasant Kumar Bhuyian and his criminal associates of Odisha Association for the Blind (OAB), who are violating the order of high court passed in W P C no 5218 f 2016 and W P C no 1670 of 2014.”
The Sub collector of Bhubaneswar Vinay Dash is providing an undue favor and creating hindrance to implement the order of the court. He is supposed to be bribed by the office bearers of the association. Hence, a CBI inquiry should be initiated against him and his property statement may please be verified by the competent government authority. The Sub Collector could not be engaged any more to deal with the issue of the association and the additional district judge may be requested to take over the public building of OAB and to enforce a law and order inside it U/S 147 of Indian Penal code with an immediate effect. The entire grant in aid of OAB may be terminated as a disciplinary measure against the disobedience of order of the high court. Bihari Nayak and his two associates may please be arrested with an immediate effect pursuant to vigilance case of 49/15 as assured by the Chief minister of Odisha in the floor of Odisha assembly and all these financial power should be seized by the Government as per the high court’s order, the victims stated through the memorandum.
